Debra Jenkins Named Assistant Director for Municipal Court Services
Acting Administrative Director Judge Glenn A. Grant today named Debra A. Jenkins the new assistant director for the municipal court services division of the New Jersey Judiciary. Jenkins succeeds Robert Smith, who was promoted to the position of director of Trial Court Services. The appointment is effective immediately.
Jenkins will oversee the 32-member division that provides strategic planning and management oversight of the state's 526 municipal courts, including technical assistance and procedural guidance, and development and implementation of policies, procedures, management systems, operational standards and performance measures. In addition to overseeing the statewide automated traffic and automated complaint systems (ATS/ACS) and NJMCDirect, the statewide online traffic payment system, she will be responsible for municipal court judge and administrator training, customer service and legal research.
"Debra Jenkins has played a critical role in enhancing our statewide automated case systems and our online traffic payment system, NJMCDirect," said Judge Grant. "She has a deep understanding of the technology, the policies and the goals that underpin our municipal court operations and she has invested her talent and energies in building cooperative relationships with our many partner organizations to ensure the smooth running of our courts. She is an excellent choice to lead our municipal court services division."
Jenkins has more than 23 years of experience in the municipal court services division. A graduate of Trenton State College (now The College of New Jersey), she joined the New Jersey Division of Public Welfare as a senior technician in 1977. She joined the Judiciary in 1985 as a data processing analyst determining new strategies for municipal court administration, including computerization of municipal court case processing functions and on-site training for municipal courts, law enforcement and other agencies. Promoted to administrative supervisor in 1988, Jenkins oversaw the administration of the ATS/ACS training unit and was responsible for the statewide implementation of all municipal court technology initiatives.
In 2004, Jenkins was promoted to chief of the ATS/ACS support unit and was responsible for the daily operation of all system support services provided to the state's municipal courts, including , training, system testing, access security, NJMCDirect support, strategic technology planning, procedures implementation and help desk support. Most recently, Jenkins has overseen the development and implementation of an Internet-based criminal complaint system that allows law enforcement agencies to file criminal complaints electronically with each of state's municipal courts.
"I have worked with Debra for many years now and I have come to rely on her commitment and professionalism, as well as her technical expertise," said Smith, to whom Jenkins will report. "She has been a terrific member of our team and I am very happy to be working with her in this new capacity."
Jenkins is a lifelong Mercer County resident.
