James M. Flynn Named Clerk of Appellate Division of New Jersey's Superior Court

New Jersey Chief Justice Deborah T. Poritz signed an order appointing James M. Flynn as Clerk of the Appellate Division of the Superior Court. He joined the Judiciary in 1986 as an administrative analyst in the Appellate Division and has served as deputy clerk since 1987.

As clerk of the division, Flynn's responsibilities will include managing the central office operations of the Appellate Division as well as providing support for Appellate Division judges and their staff located in chambers both in the Justice Complex in Trenton and around the state. The clerk's office files more than 7,000 appeals each year. Additional responsibilities of the Appellate Division's central office operations include overseeing court reporting, maintaining the court's automated systems, including the automated docketing system, and overseeing the video conferencing network that connects Appellate Division judges with various court users around the state and sometimes across the nation. As deputy clerk, Flynn led the transition to the automated system of docketing cases and developed case tracking methods to allow the division to manage cases more efficiently. These innovations improved services to attorneys and their clients.

Flynn's appointment comes after a reorganization of the Appellate Division that consolidated two former management positions, clerk and administrator, into the newly created position of clerk of the division combining the responsibilities of both. The reorganization streamlined the management structure of the Appellate Division.

The Chief Justice's Order, signed Oct. 30, calls for the appointment to be effective on the taking of his oath of office at a salary to be determined in accordance with Judiciary salary regulations. The date of the oath and the salary will be determined shortly.

A 1963 graduate of Villanova University, Flynn, 60, is a Camden County native. He retired from the US Navy in 1986 at the rank of commander. He served as a naval aviator and completed his Navy career as a Directorate Chief of the Defense Nuclear Agency. He currently lives in Haddonfield with his wife Patricia and their family. He enjoys playing golf and reading, particularly history.
