Re: Report of the Supreme Court's Ad Hoc Committee on Bar Admissions

The Supreme Court created the Ad Hoc Committee on Bar Admissions to review and report recommendations in respect of issues such as admission by motion, admission to the bar examination of foreign-educated attorneys and non-American Bar Association approved law school graduates, regulation of in-house counsel and transactional attorneys, and multijurisdictional practice by attorneys. Further, the Court asked the Committee to review and report on the continued use of the bona fide office rule. R. 1:21-1(a).

The Committee has filed its report, and the Court has authorized the publication of the report for written comment. It is being published contemporaneously with this Notice. Comments are due by April 15, 2003, and are to be submitted to the Clerk of the Supreme Court, Hughes Justice Complex, POB 970, Trenton, New Jersey 08625-0970.

In addition to inviting written comments from the Bar, the Court has scheduled a public hearing on the Committee's report on Wednesday, April 23, 2003, beginning at 10:00 a.m. in the Supreme Court courtroom, Hughes Justice Complex, Trenton. The hearing will begin with the report of the Supreme Court Commission on the Rules of Professional Conduct. It will then cover the issues that were common to the work of the Commission and this Committee. The last portion of the hearing will address issues that are solely contained in the report of the Ad Hoc Committee on Bar Admissions.

If you are interested in making a presentation at the hearing, you must register with the Clerk's Office no later than April 15, 2003. Presentations will be limited to ten minutes. Late registrants will be heard if time permits and after the other registrants have been heard. The Court also will accept written materials without an accompanying oral presentation. Please be advised that all statements submitted to the Court, whether oral or in writing, will not be treated as confidential.
