MORRIS/SUSSEX VICINAGE FINANCE DIVISION

Mission Statement

The Superior Court Finance Division is entrusted with ensuring fiscal integrity while providing informative, quality service to all our customers.  We strive to assure public trust and confidence by carrying out our fiduciary responsibilities in an accurate and professional manner.

Overview

The above mission statement for the Finance Division of the New Jersey Judiciary speaks to our responsibility to maintain sound financial operations to secure custodial funds and to maintain sound accounting practices for the distribution of those funds and for the management of judiciary appropriations.

The Finance Division is responsible for overseeing all of the financial activities within our dual-county vicinage to include: general accounting operations, management of court held funds and revenues, procurement, fixed asset management and accounts payable functions. We partner with each of the case management and case enforcement operational areas (Civil, Criminal, Family, Probation, and Child Support) to manage the acceptance, recording, disbursement, and reconciliation of court-ordered payments and filing fees. Additionally, we have established working partnerships with our administrative/support operational areas (Municipal, Human Resources, Information Technology, and General Operations) to coordinate budget, personnel, contractual services, and operational needs.

The Finance Division is comprised of two distinct operational areas: The Vicinage Central Fee Office (CFO) and the Vicinage Finance Office (VFO).

Vicinage Central Fee Office (CFO)

Vicinage Finance Office (VFO)

The Morris County location is the centralized operation for all VFO related functions. This office is charged with the responsibility of managing judicial appropriations and staffing targets, procuring supplies, services, and capital assets, inventorying judicial assets, managing/reconciling trust funds, and collaborating with organization partners to assist with the operational needs of the vicinage.

The Vicinage Finance Division management and supervisory component is charged with the development and maintenance of internal control standards that become integral components of fiscal operations. Internal controls should provide reasonable assurance that the objectives of the organization; that is, the effectiveness and efficiency of operations, the reliability of financial reporting, and the compliance with applicable laws and regulations are being achieved. Enhanced internal controls provide a means to achieve desired results through effective stewardship of public resources. 

Morris County

In Morris County, the main fee office is located on the 4th Floor (Room#430) of the historic courthouse. This office was established for the acceptance of judicial payments for the following: bail, family filing fees, fines/restitution payments, other miscellaneous application fees and service related fees (copies, audio/video transcript duplications, etc.)

Child support payments may be made at this location; however, it is strongly suggested that payments for child support obligations are mailed directly to the SDU (State Distribution Unit) of the NJFSPC (New Jersey Family Support Payment Center). This payment center which was established for the expeditious processing of child support payments accepts mail at: NJFSPC PO Box 4880, Trenton, New Jersey 08650-4880.

Bail can be posted in cash or bond at the Morris County Correctional Facility, located at 43 John Street, Morristown, New Jersey. Bail in the form of real property must be processed by the main fee office, located in the courthouse building.

In Morris County, a fee satellite location (Administration and Records Building, 2nd Floor, Room #227) has been established for the acceptance of cash payments for Civil Part and Special Civil Part filings. This office is contiguous to the Civil Division Intake location and is established for the convenience of cash paying customer and for the expeditious transfer and processing of fee related documents between the civil intake processing teams and the finance processing teams.

Sussex County

In Sussex County, the central fee office is located on the lower level the Sussex County Judicial Center. This office was established for the acceptance of judicial payments for the following: bail, family filing fees, fine, restitution payments, other miscellaneous application fees and service related fees (copies, audio/video transcript duplications, etc.)

Civil and Special Division filings are submitted to the Civil Division on the Plaza Level for review of documentation.  Associated fees paid by check or money order are endorsed by the Civil Division and forwarded to Finance for processing. Litigants paying fees by cash will be given a cash slip and directed to the Finance Division for proper processing. 

Bail can be posted after regular business hours at the Keogh Dwyer Correctional Facility located adjacent to the Judicial Complex.
